Frances held a range of senior legal roles in government, including as legal director for HMRC, Treasury Solicitor and Defra, time at DWP heading teams on work including the implementation of Universal Credit and state pension reform, and a two-year spell working for the Attorney-General. Frances chairs our ethics advisory panel and is also a parish councillor and a trustee of a local environment charity.
