This section provides guidance on formalising the structures and governance process that a local authority might want to have in place, which will support its delivery of the Covenant.

It includes example terms of reference along with data sharing agreements.

The repository was designed so that future work on the Armed Forces Covenant would develop rather than duplicate anything that has been created previously. This section will therefore provide processes or methods that can be lifted and used in your local authority.

Data sharing agreement

The Herefordshire blank data sharing agreement can be completed by organisations requiring a formal process for setting out how information will be shared between organisations. This form enables the responsibilities of parties involved to be clarified, outlines the data security principles and requirements, imposes confidentiality requirements, and includes arrangements for termination of the agreement.

Terms of reference

A terms of reference for the Assurance Board set up to oversee the delivery of the grant funded by Armed Forces Covenant Fund Trust which could be used as a guide to the process of developing a similar Terms of Reference.

Materials in this section will have information highly specific to the authority that produced it. Some work will be needed to adapt the material to tailor it to local need but much of the information may still be useful to all authorities.

An example invitation to an anticipated member of the Management Board that was set up to guide the Armed   Forces Covenant Fund grant funded programme.

Data sharing

An example Memorandum of Understanding developed for Herefordshire’s Covenant Operations Group which sets out the agreed principles of the group.

Other material

An example role profile for Topic Leads that have been developed for members of the Herefordshire Armed Forces Covenant Partnership to lead a particular topic, such as healthcare, education, business and community, and is closely linked to the Terms of Reference.

This section will focus on work that has been done that is judged to have been selected on clarity and accessibility  in this area of work. This will provide examples to inspire new ideas for local authorities as well as providing benchmark examples of specific practices.

This repository has been designed to be a useful library of resources for any local area to be able to use. There is understanding that not all local authorities are as advanced in their Armed Forces work as many of the SDP grantees.
